Non-U.S. citizens who are lawful permanent residents or non-permanent residents may be eligible.

Acceptable documentation includes:

Permanent residents: Unexpired Permanent Resident Card, or green card.

Non-permanent residents: H-1B, H-4, F-visa, E-visa, Form I-766 (EAD), or Form I-797A. Applicants must have a valid {{glossary.Social Security Number}} and permanent residence in the U.S.
