Can I apply for someone else?

The only person who can apply for an HEI is the property owner or co-owner on the title. A Power of Attorney (POA) may be used in the closing process—if the applicant can't physically sign the papers. Otherwise, all actions and decisions must come directly from the applicant, whose name must be on the title of the home.
